There was this Japanese game for Saturn where you play as this guy who's letting one of his rooms in his place out for rent, so this foreign exchange student (girl) comes to stay with you. The whole game is centered around your relationship with the girl. The time of day in the game is even determined by the time on your Saturn's internal clock! What game is this?!?! Anybody know?

Are you talking about the series "Roommate" perhaps? There are several of those games for Saturn, I think that is what you are talking about.
