is there a way i could take like tales of phantasia, put it on a cartridge and play on my snes?

Well, just in case you didn't know, there are "copier" (ROM emulator + cart dumper) units like the Doctor SF7 and Super Wildcard DX2 that can play ToP. Tototek... has recently advertised used SF7 units and RAM upgrade cards at cheap prices, and the SWCDX2 is available from Lik-Sang... for a more hefty sum.

If you just want to make a single cart (e.g. using EPROM), then that should be possible, but I'm not 100% familiar with the SNES cart interface, plus ToP's mapping is non-standard, so I'm probably not the best person to ask about the details.
Oops... we're not supposed to talk ...about... ROMs here .

Of *course* we're not talking about roms... it's just so much easier to type than "non-volatile memory circuits", you know? .
