I had a similiar problem until I realized that I had bought a Japanese VCD card and those simply won't play in a US Saturn. If you don't have one, buy a 5-in-1 cart to disable the country code. You'll also have the bonus of a cheat device, extra ram for those games that require it, and allows playback of your (presently) non-working VCD card.
