Frames, Good or Bad?

Iv been reading alot of stuff lately about how frames are evil and using CSS/SSI/DIV tags to include and postion material is the far better choice and that frames dont work well with search engines.

What opinions on this matter does everyone have?

I personally like frames and find them pretty easy to use.

Get rid of the frames and use CSS. MUCH better system.

Can CSS mimic frames about the same? the main reason I like them is to have a navigation bar thats always in the same place and that does not need to be reloaded once its loaded once.

So basically you can do this and target links to open in a similar fashion to frames? If so point me to a good guide cause im eager to learn.
