When I run the file explorer in Windows, I want it to always display "list" and sort files by type. How can I do that?

Then do it in my computer for folder options, it applies it to all folders

Erm...setup a folder the way you want it. Then get into Folder Options. One of the tabs (forget which one off hand) has a big button labeled "Make other folders like this one" or something like that. Click that and all folders should be set to the way you have it. Big thing though as soon as you apply the settings CLOSE the explorer window. Also make sure you don't have any other explorer windows open at the same time or that could mess up this procedure.
