Why are the Shining Force III Episodes so small?

When I say small, I mean in their file size.

Why didn't they just pack all three episodes on one disk?

And on a different note, do you know if Sega was originally planning on releasing Ep 2 & 3 in English? Again, just curious.

By releasing the episodes separately they could sell the same game three times.

no they never wanted the rest here. never even a mention. id love to get a translation hack someday.
