Third World War -- what do I do?!

		I normally love games like this, and it seems like a great one, but I just have no idea what I need to do in any of the screens. I'm playing a backup, so I don't have a manual. Can someone who's good at the game please go through the different screens and tell me what's up? Thanks!!

		Maybe instead of telling me to check things you yourself haven't checked, you can use the time you took reading and replying to tell me /anything/ about what to do in any part of the game? Thanks! I don't mean any of that in a bad way!!
