Shining Force III

			Is Penn worth leveling up? Its a pain he starts at level one in non promoted state. In any other shining game the characters (aside from yougurt) that seem to the the hardest to get leveled up at first end up being some of the best to have. Just wondering if he is the same way.

			He gets ok later on, but as far as I leveled him, it was nothing special. Perhaps he does something in the other two games?

			Penn is nothing special, and he'll only start dealing decent damage when his level is 10+ promoted. I'm not sure, but from experience it seems his special attacks happens more often than other character's. On higher levels his special moves can deal quite a good damage. Level him up only if you want an extra character in the dam battle. Any help is welcome there. I used him mostly as an item user.
