Not all cheat codes can be converted to hex for patching an iso; in fact, being able to patch iso from cheat code is more to be the exception than the rule.

(Detailed answer) The main purpose of cheat codes is to force RAM contents at a specific address to a specific value, so if cheat codes modifies game work memory, it can't be applied simply by patching the game's iso file.
