Are they able to make them in the emulator or is it too hard?

I guess there are no developers around (including me). The only thing I can say is, wait. Sooner or later it will be implemented into emulators.

I can answer that one. Ok well States for Sega cd OR any program is hard as its a cd reading sectors. With the current format iso, mp3, bin and cue. its hard to emulate sector reading. Steve (Kega) is making a new standard .scd format that is ALL in 1 then it should be able to save states easier. But right now doesnt look good. Hope this answers you abit. (No it wasnt a stupid post, just most people dont know a answer)

The answer is NOT YET.

I don't see why they COULDN'T because the game is loaded into the RAM to be played...
