Gasm is included with the SBL and SGL, about SHC I don't know where you can find it. You can complie with gnush.

You can buy SHC from Renesas, GASM was a set of AWK scripts that translated the sources to GNU as syntax. It was obsoleted a long time ago, and I think the only feature it would still be useful for is literal pools.
