I believe some of the SNK games have English options, as does Vampire Savior.

I am gonna check out Wizardry, never knew it could alternatively be played in English.

Touryuu Densetsu Elan Doree

I noticed that Sega Retro says "The Unsolved: Hyper Space Adventure" has live-action footage of American actors speaking English with Japanese subtitles, despite being an entirely Japanese production. I don't know if it's playable as-is or whether there's on-screen Japanese text that would hinder English speakers, though, as I haven't tried out the game and I don't see any playthroughs on YouTube.

Fighter's History Dynamite has an "overseas" option in its options menu that changes all the Japanese in the game to English. It even changes the title screen to say "Karnov's Revenge."

There's japanese text for dialogs outside of fmv.

Yeah unsolved has English speaking fmv with Japanese subtitles, but the bulk of the game is text based adventure and it's all in Japanese. I did start translating it a while ago, but it's more of a side project as opposed to my main project. I released two trailers last year... Had an update trailer done months ago showing more story in English and the menus, but not got round to putting it on my channel.

The Japanese version of Crimewave has a language option which allows to set the game in English (3rd item on the left column of the options menu, then 1st item).

I looked for the option in this one but missed it/couldn't find it - do you know where it is?

Another seemingly English friendly titles is "X Japan: Virtual Shock"!

I have not played that compilation yet, but it seems that you're onto something regarding the English option:
Found this on Reddit about the same issue....

Super Casino Special, which was developed and published by Coconuts Japan in January 1997, is entirely in English. Broken English, mind you, but English nonetheless. (I guess that technically makes it not bilingual but if the objective of this thread is to find Japanese games with English in them, this one definitely fits the bill.)

The King of Fighters 96 (English Option in menu)
Fighter's History Dynamite (English Option in menu)
Vampire Saviour (Need to finish game once for English option)
Time Gal and Ninja Hayate (Both arcade ports in English)

Stakes Winner 2 is bilingual. From the title screen, if you select the first option, it plays the "domestic arcade mode" (i.e. the Japanese version) but if you select the second option, it's the "international arcade mode"!

Then you'll get English in much of the game, including name entry, horse names and stats, and in-race text. Unfortunately, the tips after you lose remain in Japanese (thanks to Malenko for pointing this out to me).

The third option on the title screen is "original mode" and the fourth option is "option," and both of those are still in Japanese.

Also, sadly, Stakes Winner 1 doesn't seem to have an English localization included. Its title screen is in English, but everything after that is in Japanese, with no "international version" option readily apparent.

BTW, in case you were wondering, the Option Menu's first setting is for sound, with stereo being on the left and mono being on the right. The second setting is difficulty — left is easy, middle is medium and right is hard. The third thing you can select is key config — setting up your controller buttons, in other words.

Bubble Symphony has a hidden options mode the game playable in English!
At the main menu screen, press Left, Right, Left, Right, A, B, C, B and you'll hear a chime. Then it's the 2nd choice to get to options. On the options screen go all the way to the bottom to get to the secret option screen and you'll see the secret menu. Start the game and it will be in English.

The Japanese version of Jewels of the Oracle has a language menu that lets you select English, French and German in addition to the default Japanese. (Shoutouts to Filmcow for pointing this out while playing the game on his Video Game Valley livestream... tonight!)

OK, so this game isn't "bilingual" but like Super Casino Special, it's perhaps worth a mention for being playable for English speakers: Despite being a Japanese exclusive on the Saturn, "Zap! Snowboarding Trix" is entirely in English, including voiceovers.

(Screenshot taken from The VideoGames Museum's video...)

It released on Feb. 21, 1997, on the Saturn in Japan and nowhere else and on no other platform.

But that's not all! The developer, Atelier Double, made a sequel later that year that also is entirely in English!

Zap! Snowboarding Trix '98 released on the Saturn in Japan on Dec. 18, 1997, and a week later on PS1. The PS1 version eventually came to Europe in August 1998 as "Phat Air Extreme Snowboarding" and to North America in February 1999 as "Freestyle Boardin' 99." All of them are in English.
