Any suggestions or ideas of what could be causing it. Any solutions?

A bypass capacitor might need to be replaced, or there might simply be an iffy solder joint on one of the connections to the PPU. It may also be coming from the power supply, if you have a UPS handy try plugging it into that and see if that helps, if so you might want to try replacing the AC adapter with a filtered one.

I would like to try it out, but the AC in has no power label. I don't want to screw it up. Do you know what voltage I should use to power it on? Positive/negative?

Can't say without opening it up, and even then it might be hard if there's a poorly-labeled transformer inside. |
