are there any standalone utilities that will allow me to make a bin/cue file from iso+wav files? i've been scouring around for like an hour now and i guess i'm looking in the wrong places.

OR, alternatively..

is there a good free burning program that will let me rip into bin/cue? i've been using nero 5 and just saving them as iso+wav.

The free trial version of CDRWin... is all you need to rip CDs to bin/cue images (the trial is only limited in writing CDs, to 1x speed).

CDmage... is capable of opening cuesheets for iso/wav sets and generating a bin/cue image out of them.

Though, I must ask why that's so important to you. What's wrong with burning iso/wav sets as-is?
