I recently downloaded burning rangers from a hub, however the cue that came with the file refuses to load on cdr-win. It gives me an error saying "Error Invalid Cue Sheet command at Line 5 Previous File Is Not a multiple of the specified block size. This is what the cue sheet looks like:

INDEX 01 00:00:00
POSTGAP 00:02:00
Is there anyway to fix this? I also noticed it did not list any wav files. Does burning rangers have any?

Try changing the 2048 to 2352 and see what that does.
You could also try
FILE "burning_rangers_e.bin" BINARY
TRACK 01 MODE1/2352
INDEX 01 00:00:00
TRACK 02 AUDIO
PREGAP 00:02:00
INDEX 01 35:11:24
That's from my original copy of Euro Burning Rangers. It could be a complete bin/cue that someone has just written a 'data only' cuesheet.
