Here's a reply he made to someone's email:

"...This device is used to test programs made to run on the 32x hardware. You have to plug it into the 32x via the cartridge slot and also hook it up to the PC via the SCSI port to transfer the files onto the device and test it. It also has some debugging features so that you can test certain parts of the file at a time, etc. So its not just a basic flash cartridge to play ROMs."

I owned this and resell it some times ago.

It's a pain because you need a old SCSI card which only works on ISA bus

and a special software to upload which isn't easy to find

Anyway, these dev tools are from another ages.

Today, its *easy* to compile a full 32x rom using GCC and load it in a emulator in 10 seconds just clicking on a single .bat file (or load it in a tototek flash card, add 2 minutes).

These old dev tools require a lot of manipulation to make them work and i'm not sure they are very fast to use...

Dev kits are more for saturn or dreamcast, but its not required for genesis or 32x to my point of view.

yes...collector only (it's why I resold it)
